UTC - When Is A Quota Not A Quota?
Q: When is a quota not a quota?
A: When a 'quota' is illegal...

This article has a copy of a memo to a Florida police department that stated:
After assessing the April Statistics it was obvious I had not made the department's expectations for an Officer's monthly activity known. Thus, following is a list of my expectations for the minimum activity for each patrol officer/supervisor each month...

Apparently however, this "minimum" per day is not a "quota" you see, because under Florida law quotas are illegal.

What exactly is a quota? By definition:
      n. A number or percentage constituting a required or targeted minimum.

So you see, somehow the minimum stated in the memo somehow does not fall under the actual definition of a quota.

It really ticks me off that the laws cops are held to is based off of a different dictionary than that of your average John Q. Public... I'd really like to get a copy of that dictionary...
